Yes. This act in public is not considered necessary. There are emotions that need not be expressed so openly when there are other ways also to express them.
It creates a desire in others to think of such issues when they have other priorities that they have to attend to.
That is considered uncivilized in some cultures. Like animals do certain things in public, because they do not understand. We have been bestowed with understanding. Why don't we behave like animals then? Do everything in public?
There are a thousand reasons ....

Oh! Yes it is. People in India generally cannot kiss in Public Places.
