Criminal background check (USA)

Is there a way to look up someones background on line for free? Due to this recession and economy my wife and I are forced to rent out a room in our home. We want to be careful who we let stay in our house but we cant even afford the ones we have found on line to check & see if someone has a criminal past. There must be a way because in the USA aren't such thing's a matter of public record?

Unfortunately, you have to pay a small fee to have someone's background check. It was just like those apartment business. After you fill out the application, they will either go online to check your background, and call the public record. So, if you want to get it done, I afraid that you have to invest a little money on it.
