Verification Options, No more CC?

I went on paypal to verify my account via credit card so I could purchase items online. When I clicked on the "Get verified" hyperlink, it took me to a page where there was no option to verify my account via credit card. They only showed two ways to get verified, by adding a bank account and by applying for the Paypal Plus Credit Card. Did paypal take off the option to verify your account via credit card?
