As technology progresses are we becoming more and more unskilled?

I raise this question in the wake of a few simple situations around me: 1. Electric fans in my parents' home which were bought over thirty years ago still work perfectly while those which i bought about three years back necessitate frequent repair work. 2. Most of the IT professionals in India have their job by virtue of knowledge of a programming knowledge they learned in six months time while their four years of engineering education has no relevance at all.( they come from varied steams - civil, mechanical,electrical, electronics etc etc) 3. It is cheaper to buy a new home appliance rather than getting it repaired for lack of availability of skilled technicians. Your take on this is appreciated.
