- if you can write your own content, it's very ogood, you will just need a good design (you can find free templates on the internet), a good webhosting (if you want a free: 000webhost, i use it) and a domain name (to make more professionnal).
Take your time to find good keywords and read many articles about EO, it will help you a lot to optimize your pages to get a lot of traffic, you will have to build a ton a backlink too. ^^

I hope that "few" ideas is your humility at work because you need a lot of ideas and many many recipes, tips and etc..
Anyway, I think you need to understand yourself if you want to DIY or consult a web designer to have total propriety and most of all really be able to be accessed all over the world, even flying over the strictest great firewall - imagine your recipe being used by people in the remotest part of the world.
So, whether you are DIY or engaging web designing services, make sure you go with the friendlier media that will ensure a further outreach and let me just add that blogger and wordpress isn't.

well, assuming you are a dummy(dont feel offended)
If you have enough bucks in your kitty to spend ,
1. Hire a professional website designer,
2. get Yourself a good domain name
3. Add content and always update your site.
well if you wanna learn,
1.get yourself a domain name,
2.Get some HTML, CSS, books and build your site offline and then upload to server.
3. Update your site.
