Does BidVertiser Ever Pay

I have USD 12.76 for the period payment period of 09-Nov-2007 to 28-Feb-2010. Every few months I get the same message, which says the payment is subject to approval after review. But I think by any standard, over 2 years is sufficient for automatic or even manual review. Therefore, I have removed their advertisements from my web site until they pay me for this. The worst thing is that you cannot reply to their e-mail and says to use the support link which has never responded. I am sure this must be another scam.
