hi! well, if you see that your computer is getting slower and slower, and you can't fix the problem with defragmentation, cleaning with some softwares, antivirus scanning, then you should definitely re-install your OS, because if you don't you may damage your PC's CPU and HDD too, because when it is working slower, it means that the processor/CPU is working more and at higher temperature, and this is not so good for it!

The first step is sure to clean your computer. Well, you mentioned it. Not to doubt your statement, but do you really have clean up the disturbing files? This includes unused software, unused temporary files, temporary internet files, trash files from uninstallment, ect. If so, you can continue to the memory and paging files (virtual memory). Many cases of slow computers show that the computer is low on virtual memory. So the solution is adding the virtual memory. If you think that you main memory (RAM) is low, you can add it too. And then, you should also keep an eye of system tray. The programs running is system tray is really a burden to the computer. So unless you don't have the fast computer, try to reduce the programs active in system tray.

you can on reinstall windows not the whole system. if windows is running is slow you should check that it is not infected by virus, spyware, rootkit, etc. run the scan to deduct and remove malware, spyware from your computer. if computer still runs slow then remove all the unnecessary software from your computer.
if you need further increase the speed, then the only option you have left with you is the option of up gradation. upgrade your hardware ie. ram, cpu and hard disks. old hard disks become slow by time so you should also get a new one.

If you don't want to reformat it then maybe cleaning the registry would help. There are a lot of free registry cleaners out there. But your best bet to make your system faster is to reformat it.

Maybe you've done some of these steps, but if I were you and something like that happened to me here's what I'd do:
(1) Make sure I have a good antivirus program like Norton or Avira, update the virus definitions, then run a full, thorough system scan
(2) Make sure I have a good antispyware program like Malwarebytes Antimalware or Spybot Search & Destroy, make sure I have the latest version of the software (and update it if I don't), then run a full, thorough system scan
(3) Run Ccleaner (it's a free program) to clean old accumulated temp files and such. Then run the built-in registry cleaner as well to clear the registry of junk. I may also take a look into the uninstaller too to see if there are programs i don't use anymore that I can uninstall. then look at the startup programs list and disable the programs that i don't need running at startup or in the background all of the time.
(4) Run Disk Defragmenter. But before doing so, I'll make a System Restore Point in case something goes wrong.
At this point if my PC's still slow, and there's no viruses:
(5) I'll back up my personal documents and data files.
(6) Do a System Restore to roll back to a previous date when I remembered my PC was still running smoothly.
If nothing still works, only 2 options left:
(7a) Buy a 1GB RAM and expand my current RAM (if it's possible)
(7b) Do a full reformat of everything.
If 7a is done but still the system's running slowly, I'll be forced to do a 7b.
Hope this helps :)

evanya,
I think you will need to check just what is your systems specs and see if this slow down is due to app conflicts, incompatibility issues or attacks.
Information about your computer's specs and installation can help us understand where your hardware is lacking. Then, information like what is being installed have to be taken into consideration especially those that took place before this happened.
So, if you need help then help us to help you.

if you dont's want to reinstall your system then you can restore your system, it will make your system better, and autometically uninstall use less software make speed better. so restore your system before 3-4 days or week, if restoration successfully complete then your system will work like before 1 week. if restoration is not successfully done then the finally you have to format your system for a good speed, and install Deepfreez in your system it will never entered any kinds of virus in your system 100% because its 100% assure because i m using deepfreez from last 2 year in my cyber cafe with 15 system.
have a nice day

well..'justdroppingby' has listed out almost everything you should do.. but before doing anything else.. check if your anti-virus is causing the problem.. check if any scanning is scheduled or regular updations are on.. those can get you real bad performance from your system.. try disabling anti-virus and see if it improves .. (of course, do it while offline). enjoy mylotting..:)

You can use dis clean up and dis difragmentor to help keep your system clutter-free. If over all perforamance is an issue then you can do a partical whipe. Basically it would make the computer think you were "upgrading" your system, and all programs and settings would be left in tact, but your memory would be cleaned out, and it would operate as if you did a clean install in windows.

A slow system could have different causes, could be problems in the operating system or software (virus, spyware, drivers or programs problems) or even a hardware issue, for example overheating of the processor, before reinstall windows I recommend try search for virus, spyware, problems with any software, defragment the hard drive... and check the correct function of all hardware...
good luck.
