Hey folks.I did manage to check with a few friends of mine and they have been successfully able to withdraw money from paypal.
There are a few new fields that need to be filled out but yes finally the whole fiasco has been settled and life is coming back to normal.Specially for my few freelancer friends.

Hi,You are talking about withdrawing funds from paypal to indian bank account?Really?so what we have to do i mean i heard about some purpose code and expot code to withdraw funds to our indian bank account,please inform me i want to transfer my paypal funds to my bank account but they are less then $150 so i can not request check.
