Rotating Brownout?

Whew! I am an avid internet user and loves to surf the net day and night. The rotating brownout in my place makes me sick.
Do you have this one in your place too? I am from Roxas Philippines and cant take it longer. I cant hold on but to blame it on the Government side.

Hi! Well I'm from the Philippines too. Funny that even though I dont want to play the blame game, I cant help it either.
They should have seen it coming before! They didnt just realize it yesterday. I know studies are conducted to have a precise computation if we have enough power to last for a period of time, right? Or please dont tell me that they're just playing rock paper scissors? Things like these should already be predetermined, in fact computations should show at least two results. One with no interruptions due to economy or natural disasters and one with the extreme.
How can people be safe with this kind of governance?
