What do people make of their bins having microchips in?(in UK)

What do you think this purpose is? They say on the media that is so they can check who is recycling and that bins are gettin emptied right?? How does a chip tell you that?? Is this a step in the direction of chips for us human lab rats too?

my guess is they either scan it at the truck for the address or it senses weight plus or minus. they could be getting ready to fine people who don't recycle-a town near me already does that.
