Missing Desktop icons & Start menu

I am using windows xp. I installed windows vista inspirat 2.0 theme in my computer. There was no problem with that theme. After two years I felt it boring and I uninstalled the theme. After uninstalling the theme windows xp theme appeared.
Then, I downloaded windows 7 ultimate theme from internet. I installed it in my computer. The installation was successful. After installation I booted my computer. When I saw the booting symbol and user selection window, I felt very attractive. But when I logged in, there was no change in the desktop and folders. I tried to install it again but, the installation was unsuccessful.
So I uninstalled the windows 7 theme and booted. After booting it looked like windows xp theme in user selection window. When I clicked on my user, it took time to open desktop. The desktop was opened and I was waiting for the desktop icons and start menu. But it didn't came. I rebooted again & again with the help of task manager(Ctrl + Alt+ Delete).
But there was no use. I then operated my computer with the help of task manager, I searched about this problem in internet. The solutions were press Ctrl & Esc together, reinstall your operating system .etc. I found no result on pressing Ctrl & Esc together.
How can I solve my problem ? Should I reinstall my operating system or do you have any other solutions ? Please help me to get out of this trouble.

It sounds like you have a crupted windows explore error. And, I'm not talking about internet explorer. I'm talking about windows explorer.
Heres what you do. Do a cold shut down. If its a desktop unplug the tower's power cord. If its a laptop, press and hold power until the computer shuts off. Wait one minute or more, then restart the system. You'll have a screen with options. Chose start windows in safe mode.
Now the computer will look funky in safe mode and all connection options are disabled (meaning you can't connect to the internet.) But, if its a an explorer error the report will actually pop up, or windows will repair itself and start normally. And, 'safe mode" will be plastered on the screen.
If it does, then you you can do a system restore and restore your system to a different restore point. You need to chose manual restore, and select the time closest to before you installed the first theme. The system will restart normally. (meaning in normal mode)
If the above does not work, then you need to reinstall your os. And, be sure to do a clean install and not an upgrade.

That only works if the desktop icons are missing, but if you can't access the start menu then its an internal windows error. So the above steps are the most effective in resolving the issue. Pain-staking I know, but reality.

I suggest that you consult a computer technician.
But if i am in your shoes, i would shift back to your old operating system or install Windows XP
I'm hearing a lot of complaints about Windows Vista.
I am using Windows XP and i have no problem using the latest features of my browsers.
