What do baggers in California think about the neccessity of owning a house?

California is a good place where the temperature is always around 20 degree.We can see baggers lying or sitting in the sun,enjoying their leisures.It is said that there is nothing for them to worry about.Yes,what else do they need to worry about?The government has been paying for their daily payouts and covering their medical expenses.They don't have children or family and probably they don't expect one.But what about a house?Where do they actually live?Where do they sleep at night?If they do not sleep in a house as we do,I think they can catch cold...

I live in California and within 5 blocks of my place I have seen at least 10 homeless guys sleeping on the streets. They come as shops close and settle down with everything and wake up early before the shops open.
I heard many feel its safer to sleep on the streets compared to a homeless shelter due to crime occurring in such places but I am not sure about that.
