my friend got a pentium 4 pc as well, but it's working fine. maybe you just need to buy a new RAM. 384 RAM is too low. But I think it would be hard to find RAMS for pentium4 nowadays. I'm really not sure though. Because if I'm not mistaken there are DDR3's coming out.

Perhaps lack of memory? Perhaps you're using too many programs at the same time? How old is your computer by the way?
Anyhow, I'm no computer expert and I would clearly suggest you try to see what's up by checking all the lines first, does it smell like burning electricals? perhaps there's a short somewhere.
If you've tried everything, then perhaps it's time to let someone who's an expert get a look at it. Remember to use the warranty should it still be under warranty.

The problem is that your processor is not up to what you are asking it to do and the amount of RAM that you have is tiny by todays standards. Windows XP needs at least 512 Mb to run properly. You don't say what OS you are using, but you need to put more RAM in your machine or, even better, get another computer that can handle todays OS requirements. You need 512 MB at a minimum.

My Jayze12. My laptop freezes and crashes too. I get Not Responding a lot. It is very annoying because I would then have to shut the computer down entirely. And then I will have to log back on to the Internet. I hope that I can get the answer to this question to as I am having the same problem as you are too. I sometimes think that I may have a virus too. I hope that we can both get the answer to this problem together.
