Laziness, Taking Advantage or Plain Stupid?

I recently went to visit my partner and followed him to work; just to see how they conduct they work and the environment. But one thing that I notice, the other workers tend to be missing or leaving without telling and if there were around both will spend their time with forex and leave all the work to my partner. I cannot say a word about this because I a nobody here, just a visitor. So what do you think are they plan lazy, taking advantage of just plain stupid that they cannot give commitment to their work. Further more one of them act as if he is the boss...
