Do you think third world countries should have birth control or be sterilized?

To keep from having children starve to death and to be born with Aids. Do you think there are other measures that can be taken to prevent this from happening without killing off the population of third world countries?

Prevention is better than cure, so all the preventive measures should be taken via family planning programmes.
