I think your friend should first make sure that she's not having an hullucination and also ask someone else (female) living at the same place if she had not encountered the same thing.

I suggested your friend to talk with her father that is not good behavior, If her father keep on, She must talk about with her mum about, I think the mum should get help for her daughter. If still not, She report to police.

I know that it if it was myself in that situation, I would have a very difficult time being able to report my father to the police. I actually think that it would be better for me to make sure that my door and windows were closed tight when I was changing clothes in lieu of reporting my father. My family was always very close and I know that it would hurt me to know that my father was hurting me in that kind of way, but I believe it would hurt me even more to know that I played a part in his spending time in jail.

There is something wrong with his father then I believe that she needs to tell it to her relatives before going to the police because this might get resolve within the family. But if his father is in great shape in his age, I think that is really something and she needs to report it immediately because it is really really not a good scene. God bless

While I agree that the girl should take precautions, if it's happened more than once this clearly points to a peeping tom that needs to be dealt with no matter what affect it has on the family. A father should not be doing this at all. It will make the girl very uncomfortable and I wouldn't be surprised if he has been doing things like this his whole life. The police should be contacted about it and they'll know what to do and will ask the right questions.

That's definitely not acceptable for any man to do, regardless of age. That is definitely a criminal offense and if nothing else he should have a restraining order against him.
