i guess it means that the person saying that has a romantic feelings to the person he/she is addressing it to. its such a powerful emotion that when some one felt it would most likely look for ways to express it to the one whom she/he felt that feeling. greetings. : )

Love is a strong word and I don't just say it unintentionally. "I LOVE YOU" means he has this strongn feeling for you.
