Stupid engineering Australia!!!

I dont want to sound cynical, but it really pissed me off.
Im an overseas student whos doing civil eng in Australia.
We have to do a 60-day industrial training before we are qualified to graduate according to the rules made by an association called "Engineering Australia".
Although it's just my second year at uni, I though it would be better for me to gather some infomation about industrial training.
So I went to an engineering companies exhibition in city last week.
It's cruel that in reality, things always happened the way you'd never expected.
Almost every major company like Energy Aus, RTA,required interns to be Permenant Resident and some even worse.There was a company that required citizenship rather than PR!!!!!!
I dont have PR or citizenship and that's why im registered as an overseas student.
I know that this industrial training rules are made for our own good cause you will be much more competitive when compared to others who dont have an IT.But the market seems to have different opinion and the rules are forcing students to left Australia to look for opportunities and some even managed to purchase fake certification.
