Why does we still be the victim of scam and ponzi scheme?

I always do reads about lots of scam like PTC (Paid to click), PTR (Paid to read) and etc. Why does we always want to be victim of this things even we know some program reward us with something hard to believe like get paid $10 to clicks an ads or read emails to earn $100. Also, why those who always scam never get caught, we know about cyber crime law and punishment but we less heard about enforcement. People like Mike Pratt, why does he never get caught? please enlighten me bout this.
