A question on grammar

"The three-part structure that was introduced in the former edition has been maintained." Is "that was" necessary in this sentence? Is the saying " three-part structure introduced in" OK? Please tell the differece, thank you so much!

that was is necessary in this sentence because.. it helps in emphasizing that you are talking about the 3 part structure.. otherwise also its partially correct.. but still the emphasis will go missing..

I have seen a lot of sentences like this, some of which have "that was",some don't. I have always been confused. Thank you for your explanation.
