Yes you can. I have been a Paypal user for more than a year now and I am still not verified. I don't have a credit card and haven't had time to apply for a debit card that I can link to my Paypal account.
However, I have already made money transfers to other people several times in the past few months. Paypal has a limit of $500 worth of transfers by unverified members. Just enter the amount and your recipient's email address.
Be warned though that transfers to business accounts will ask you to include a service fee that may range from a few cents to several dollars depending on the amount you will be sending.

You're welcome. Glad to be of help. I have no intentions yet of withdrawing money from my PP account. I just use the funds to pay for shipping for medical supplies that donors send to my son with special needs.
BTW, thanks for choosing my answer as the BR :)

Hi kyel,
Yes, you can transfer the money to your bank account. It is not necessary to get your account verified for transfer. But verification may help to remove the limit of receiving money in paypalI know many people who transferred their money to bank even if their accounts are non-verified.

you surely can transfer your paypal money to other people even its not liked to a credit card. But only if you are in countries that paypal groups as send and recieve. If you are in that group there will be a sending limit but will be able to receive and send also without problems.
Regards.

i think it depend on where do you transfer your paypal.
on my experience, i can not transfer paypal to godaddy.com because godaddy.com just accept only verified paypal account to use their service.
but some others still receive paypal although you are not verified yet.
so it's better that you have verified one.

Yes, you can transfer but there are limitations for that. You can check that on your paypal.

I also did not verify with my paypal account ,Sometimes I wonder that is very safety? if your details was stolen, Then the money was withdraw unlimited by other people, Is it very dangerous?
At this moment I did not plan to verify it. Just keep the amount inside first.
