Move to higher ground

I see pictures of all these flooded towns and homes with people displaced and everything. It is a real mess on the other side of the country right now. Not that it wasn't expected with the record snowfalls that they had all winter everyone knew there was going to be flooding in all of the lower elevations. It's bad now and for the next month or so it seems it is only going to get worse. The damage to houses and buildings is going to be substantial and insurance is going to be paying off on a lot of policies. With the recession and loss of work for so many people though I am also hearing that a lot of the people in the affected zones have had to let their home insurance lapse as they can't afford to pay it. I feel awful for those people, because cleaning up and getting back into their homes is going to be much more expensive than the insurance premiums would have been and in many cases if they didn't have the money to keep their insurance current they don't have the money that it is going to take to clean up their homes, make repairs, and make their places livable again.
My question here is are you or someone you know going to be affected by the double wammy of the recessions loss of income followed by this years flooding in all of the low lying areas along the eastern seaboard and of course in the midwest? If you live in one of these low lying areas do you have a plan for when the flooding may force you out of your home? Have you been flooded out before in the spring floods? Wouldn't moving to higher ground, if you can afford to, be a much better solution than slogging it out in the flood zone each year?
