What is the cheapest way to insulate roof from the heat of the Sun?

I'm not sure if this is true or not (never tried it), but I've heard if you paint your roof white, it will reflect sun's rays, and make your house cooler.

its true that white roof will reflect sun rays. But the heat or radiation is still very strong. So the floor that is just under the roof will get most of the radiation.
