You should take the animal in if you haven't already. You then should try to bottle-feed the animal some milk. Kittens that young can't be left on their own and need to be kept warm and protected in order to get big enough to take care of themselves. I hope he or she survives this.

It is possible the mother cat abandoned the kitten. If that is the case, the cat doesn't have the proper nutrition it needs from its mothers milk. Take a cardboard box, line it with a blanket, rags, or at least newspaper, so the kitten can be comfortable and protected from the outside. Leave the milk available to it, and keep an eye on it. Contact a veterinarian for further advice on what to do (whether you should take it home, what to feed it, etc).

I fed a few abandoned kittens with cow milk and it went fine. It may be not the best option but it was the only one available for me at the moment. Moist a piece of cotton wool or rag for the kitten to suck, he's probably too young to drink on his own.

I wish you could post a picture so I have a better idea of how old this kitten is - you might check my profile since I have some baby kittens in it to let me know if he's older than the black and white one in my photos. He may not be able to drink the milk because he's too young to lap. I also don't know if you are able to get feline replacement milk where you are - even come day time. If he's really that young and a mother hasn't shown up and you can't find a bottle and feline replacement milk, then you might start looking for a cat or small dog that could be a replacement mother for him. The kitten in my avatar I got at a week old, he didn't even have his eyes open yet, and now he's 4 and a half years old.

You should definitely take him home and save his life. You said he's not drinking milk... out of a plate, I guess. Maybe he's too young for that. Try with a piece of cotton wool wet with milk, he may be able to suck that up. good luck with your new baby, keep us posted!

You shouldnt feed him milk. he would drink water. So feed him water presently. Such a small kitten will not be able to eat cat food. Trying to force him to eat it might choke him. All you can do is to feed him water presently.
