Is there a text to speech converter applications.?

Hi guys I'm just wondering if we can find an application that can translate text into voice? and of course with different kind of voice and moods.. can you recommend if there are software that we can find in the net? thanks...

There are several commercial third part Text to Speech(TTS) applications available in market at different prices(Functional and featurewise). Microsoft Windows had their own TTS which is based on SAPI(Speech API).
In Windows XP, Windows Vista and Windows 7, open up the control panel window and open the controlpanel applet named Speech. A dialogbox like window will appear. There will be a textbox where you can input your text by deleting the existing sample in that box and preview the sound. If you like it you can output the sound as an audio file.
If you need a Web-Based online Text to Speech service, then go for cepstral. Link : http://www.cepstral.com/

If you have a mac 10.5 (maybe even in 10.4) or higher, then you already have it integrated
If you use a Windows or Linux, then I can't help you, because I use only mac. I am sure that there are applications like that at least for Windows, and most probably for Linux too.
