I suggest Odesk.com, If you're looking for an independent contractor/freelancer Odesk is the place to be. A lot of qualified professionals there. Their services ranges from writing, ghost writing, blogging, proofreading, translation, web design and developments, bookkeeping, cyber assisting, business consulting and more.
Try to look for yourself. I myself is an Odesk provider but I'm not from US so I guess I failed your qualifications. LOL

I agree, Odesk is a great place to hire someone for part time work because you can post jobs, set the terms of employment, negotiate with potential employees(providers), hire, pay in a secure environment.

I would imagine that depends on what you are looking for, what type of work you are hiring them for. There are all kinds of job websites where people post their resumes. But craigslist is a good place and its free. What type of job is it?
