In your opinion, are paid to click (PTC) jobs illegal?

I am very curious about this job because I have read a lot of articles before about "Click Fraud" and I've learned that Click Fraud is an INTERNET CRIME because "one is not suppose to click on a website ad unless he or she is truly interested in them". However, I still see lots of people (not only here in Mylot) who are still engaged in this type of job? The purpose of a website ad is to bring in truly interested and potential customers to the advertiser's business. So if the "clickers" are just paid to click on these ads, then the advertiser is just wasting his/her money right? Not all web advertisers have big successful companies, most of them are just businessmen hoping to find real clients online. Most PTC jobholders claim that PTC is not a scam, because they are getting paid for the work they do, but it is illegal don't you agree?
