Starting a weight loss plan without a plan...

Okay, so I'm kind of a fatty. I have finally decided to start to lose the weight. I don't want to hardcore diet or exercise. I want to be able to make some small changes that will help me lose weight.
E.x. For the next few weeks I'm going to be drinking 8 glasses of water a day and adding fruits and vegetables to every meal.
Not a big change, I drank a decent amount of water and ate some fruits and veggies anyhow.
My question is, what should I do next?

completely eliminate processed food,fatty dishes and soda.Eat nothing but fresh produce,lean meat and seafood.And eat small frequent meals in lieu of large infrequent ones.
weight training is the most effective exercise to maintain the body fat.

That's a good start! You might want to cut all soda and/or fatty foods. Try cutting carbs but adding more protein, like chicken, eggs, and nuts. Try taking the stairs if you use and elevator. Take a short nightly walk. Cut down on sweets. There are many small ways to cut down on and burn more calories. Best of luck!

Since you are already in the first step, if you are eating too much rice. You can make your rice less. Or if possible no rice in the evening.

The answer is chemistry... yes, Chemistry... hehe :) My biochemistry teacher had a little soap-box about diets. "There's only one way to lose weight, burn more calories than you eat! You can't break the first law of thermodynamics!" lol Sadly, I think he's right :(
