please look at this :"Canadian Institutes of Health Research operating grant" .
and i want to know what does "operating grant" mean? i'm not good at english,so please show me a hand.

I wonder why you received that? Did you apply for any operating procedures? Anyways I am not sure what does it mean. But did you read the whole letter if that is a letter.
By reading the whole content, I guess you will know what does it mean. For sure it will state there what does it mean. Dont just base it on the Heading or the one line of the content.

Obviously it's a grant to facilitate some kind of work. Exactly what that is depends on the exact context of the phrase and not knowing that, I can't comment further. In English, the exact meaning of a word or phrase will often depend on the context and if you are asking a question like this, then it's essential that the whole context is given.
