passport hold by agency

i have a situation problem dealt with my sister's passport which is hold by the agency.My sister right now is in China and problem regarding her passport hold by said Chinese agency. Are agency capable of holding their applicant's passport? What should we do to be able to depend our own rights and what actions to be done in order to convince the agency? thanks for the reply ..

Hi cassihe! What I know is that the agency does not have the right to hold the passport of your sister unless she violated any law.The possible action that you can do is to report it to the Department of Foreign Affairs (DFA) or you can go to a lawyer or to the Embassy.
