The $500 limit is for unverified PayPal account. These days RBI has asked PayPal to follow some regulations. So PayPal is asking for PAN. And you also need to use 'PURPOSE CODE' before you withdraw your money.
If you don't have PAN. Try withdrawing money from PayPal to your bank account without providing PAN. You will know immediately whether they transfer the money or ask you to provide PAN. Minimum amount to withdraw is $10 and fee charged for it around $1.
As far as I know providing PAN is compulsory.
Happy mylotting!
