I don't think so! Not in my country at least... Computers and Internet are not a luxury any more as it was a decade ago... It has become a day to day part of a life and I think a lot of peoples has purchased it. But if you really planning on to run a cyber cafe in your area, here are some tips:
1) Start in a middle-class area where peoples can't afford to buy Interent connection or computers.
2) Pick an area where there is less competition or no competition at all - the latter one is much better.
3) See what others have to offer. Lower your prices for the first few weeks at least and help your customers if they are in need of something related to browsing.

Hi kisses,
Just like any other offline business, we need to make sure that the location for our shop or any other business premise is a good one. We need to do some observation or survey the location that we want to open our business. And it is still same with internet cafe business.
We need to know whether if there is a demand for the internet cafe in that area. If we could find a good location with a lot of demand for that service, then it would be a profitable business to do.

I guess they are still earning, because internet cafe is all over in my town. And its open 24 hours so its operating with less expense. They only pay one employee while it has lots of customer playing and surfing the net.
SO I guess they still earned in that way. Less expense more income. That's my view.
