Does Pay Per Post programs decrease the page rank?

I've read that from a website, it said that Google hates PPP programs and the page rank dropped when such programs are used. Is it true? Anyome exerienced that?

So this is true? Maybe that's why my blog's ranking dropped. Why do they do this? I hope this changes in time. Anyway, how do you keep the ranking up?
