Is China a civil society?

In China,I often feel that there is huge amount of population but few civil people.So,what do you think about it?

i believe chineses are civil people, there could be some who may lack the kind of civil attitude you are looking for, but please do think of it as what you think of people who is in one country but grew up in different location- in the city, and the other in the suburbs.

hello,chiyosan I think you misunderstood my word,"civil people" means that the people who willing to have civil rights and think in civil way,not the people "in the city or in the suburbs".
