The Maltese is a small breed, and small breeds are faster to mature than larger breeds. You can expect your Maltese to come into season between five and nine months old. Once they have their first heat, they are considered full grown, but it is wise to mention that a dog should not be breed until they have had at least two heats. The first heat is just to signal that they are grown, but they still shouldn't produce until they have at least one more season. This ensures that their body is fully developed, and reduces the risk of complications.
