It's an apology enough?

We all know the story with Gordon Brown and the women she called bigoted. In a situation in which we make a regretable mistake is it enough to make just an excuse and move on?
What is the just repair of a moral offence?

Sometimes a public apology would be enough to some people. But to others, they really want to exact their vengeance. Most of the time it's not really worth it but to some people it's worth it even if they've lost too much time and effort into a revenge.
