Stray Cat Strut

I have a kitty-cat that think lives at my house. He is at my door everytime I open it; when I pull into the driveway he runs over to my car. He talks a lot too....
I found his owner lives two houses from me, but refuses to go home!
My landlord will not allow pets in my cottage and I am HIGHLY allergic!
Should I just go ahead and take care of him as an outside kitty? I was thinking maybe it's some sort of sign from above?

He just feels sorry that you do not have a cat of your own. He probably also has plenty of love for his owner. If it does not hurt you to be around him outside, enjoy it. I have a kitty or two that find neighbors to love, but they come home to my house and eat what I feed them. Lots of love to go around.
