Thats a great question that I never really thought about. This is what happens. The sun destroys the Melanin in the hair which causes the hair to lighten. Where sun exposure increases Melanin in the skin causing it to darken.

It's to do with how our hair and skin react to exposure from the sun. our skin is burned by the sun while our hair reaction is totally different.

Hello dsplay5, This is a very good question. One I have pondered myself.
I had started the exact same discussion a while ago. Except my title was different.

once upon a time, Hair, Skin and Sun were the best of friends. while they were out hanging around one day, there was a cute girl that caught Sun's eye. Sun told Hair about this, but didn't let Skin know, because he's always intervening in Sun's interests. So Sun pursued the girl in all earnest and ended up going out on a date. Skin found out and started to get in touch with that girl too. Comparing his fair complexion against Sun's shiny and hot outlook, Skin got the better of Sun.
So Sun got real angry and upset at Skin. but he promised Hair that he wouldn't do anything to Hair since he didn't betray their friendship.
Until today, Sun will always vent on Skin and will try and please Hair by making him fairer.
If I were the director of Clash of the Titans, this would be my prequel :)
