Our PAST -- does it have any bearing on our FUTURE?

I can give you two wonderfully sound arguments. One in favor and the other against.
*** one:
There is nothing in a caterpillar that tells you that it will be a BUTTERFLY.
What we are &
What we have been, has no bearing on
What we can be !!! .
*** two:
'Long-term planning' is not 'long-term decisions'.
It is about understanding the Future Consequences of today's decisions.
This is not my statement, but had been picked up from a manual for better management practices, Planning and Budgetting.
WHAT IS now your opinion?
