Paypal Alertpay

I use only one credit card and linked it in paypal. One more thing is my brother wants to link his paypal account to my credit card. Is it allowed to use one credit card both in paypal and alertpay? And or two paypal accounts in one credit card?

When to activate a paypal account and alerpay, I think it does not require credit card. I use a local bank account. If the credit card used to make transactions online, I think it's good both ways.
