It took most of the 20th century to make kindergarten available to most kids, as you note. What makes you think the effort to get universal pre-K education will take less time?
I think a good daycare provider can equip a preschool aged child with all the skills and knowledge needed to succeed in kindergarten. Finding a provider who is willing to do that is the trick.
