best free way to get a lot of traffic to your sites for referrals?

I know, traffic exchanges, I tried a few, but I'd be glad to hear about which ones are u using and you got lots of traffic to your sites as well as referrals. Also, other free options? Please help! I'm hopeless! I tried so many different things and I get approx 1 ref per month for only 1 program...

i heard that if you got a good looking splash page that you create and you promote it on traffic exchanges that can get you some good referrals and another way that i don't really know much about but you can post on some kinda of money making forms for referrals i heard that was also good as well so good luck with your referral building
