Cheating

Friends, I was cheated recently by a seller on a web site. I purchased a cell phone of cost $230 and paid $18 more for shipping and handling charges. I paid through it PAYPAL. After 10 days of Claim on PAYPAL, he sent me a tracking code. I received a parcel after 5 days and to my surprise and shock there was no Cell phone in that parcel instead he sent me a wrist watch of worth $0.25. I tried to get back my money through PAYPAL, but PAYPAL denied my request as they are not responsible for the sort of the goods which was sent and responsible for the transaction only, as it was completed in their view. I am really crying and screaming now. I lost a big money, What I have to do now, please advice.

seriously paypall doenst refund this thats really a bummer
i think u should earn most of it back
keep emailing and stalking paypall about it
and i dont know where it came from but if u have a binding contract for a phone
sue them

The seller is from China, and the website is ioffer.com, which paypal denied to revert the transaction.

I really glad to inform that after a long battle with paypal, I won and paypal returned the amount to me, though I lost $25 in this process, at least I recovered the major amount
