should cell phones be allowed in schools?
I very strongly think: they should not!
They provide a big distraction from learning, cause the students to play games under their desk in the middle of class, or worse, send each other text messages during class, or WORSE, receive phone calls in the middle of class, disturbing everyone from learning, especially themselves!

I agree with you that cell phones should not be allowed in schools, at least not in elementary or middle schools. For higher or tertiary schools, it should be OK provided the students are disciplined enough to know when is or is not the right time to use their cell phones.
