how can we know that this site is spam(fraud) or not.

frinds there are many ways to know about a site that it is spam or not.
if site is spam(fraud) you will not invest here.
if it is spam and you didnot know about it you will loose your money which you have invested in it.
so tell me is there any way to report a site as a spam or fraud.
is google providing any way there to report spam or fraud......

I think one way is to check it out on twitter.com
Also, I was thinking of building a web site where people could log in complaints about fraudulent sites and email(IDs).
I guess the web site could be reported since these are usually fixed names, but the same people dealing fraud could change email ID. What do you think?
