clan system or community system

which one do you think is the best system?
clanism makes all a whole,and if people fights his own battle,then all will perish.
community makes a society a whole,people lives his own life,and render other people's stuff to goverment.when danger comes,he can avoid being interfered and protect himself,but when the danger comes to himself,no one helps him.
nowadays politics changed a lot of the natural,easy connections between people,are they leading the whole society to the good direction?
