I have written a good article on how to use skype for free when you want to make long distance calls. Skype is one good service which allows long distance skype to skype calls for free. Visit my site techwas.com if you have time to learn more about these softwares. These are completely free of cost.
Just download and you can have unlimited chats. I am very much impressed with it. I have added latest version of skype link for download.

Skype gives your "first call" to PSTN landlines for free to over 30 countries around the world.

Skype was showing you that 2.1 cents/min is the amount the call would normally cost you for the call - but being that it was your first, you were not charged. In fact, there is no way they could charge you, as you didn't give your credit card info.
But, in future, all calls are "pre-paid". So, to continue to make calls to PSTN land phones (and mobiles), you need to buy Skype Credits. You can purchase as little as $10 U.S. credit for future calls. If you try to make another call with no credit, it will simply not go through and you will be asked to purchase credits first.
With credits, you can send SMS messages to mobiles, too!
The best deal is to purchase SkypePro for $3/month. Then you get UnLimited USA/Canada calling - including voicemail and conference calling - free.

And remember, Skype-Skype calls are always FREE, and that includes Video and conferencing between all your Skype friends!
And, if you don't want to be tied to a computer, you can get the Skype Wireless Phone Adapter from Linksys.
The CIT-400 does not require computer to make Skype calls.
