PTC Sites as advertisers

Recently my friend advised that I study SEO. He gave me a site that had a free tutorial on what SEO is, how it works, some free tools to use, etc. As I was reading, the author pointed out that if you have links from exchange sites that asks you to pay for bulk view to your website, this could be a factor on why you could be on low priority for search engines. Correct me if I was wrong in understanding that. But yeah, from there, I realized, PTC sites are examples of exchange sites that advertisers pay to for traffic to get to their sites. But if that is the case with SEO, then aren't PTC sites a bit bad on the side of the advertisers?

I guess, the best yet simple way to SEO is to have a site with "search engine friendly" content. Remember that you are trying to attract the search engines, but your site should be designed first and foremost for human readers. As long as a site has been designed well with people in mind, then 9 times out of 10 you will find that it is search engine friendly also.
