Bullet for Bullet is this the right policy

I think bullet for bullet is not the right policy if any conflicts can be solve by discussion but for self defense it is sometime necessary what would like to say about bullet for bullet

I think there are number of ways of solutions. And this is also correct that bullets are not the right policy but there are some cases when the person or people in front of you are just looking to talk in bullets only then nothing left. And some time there is a talk possible if you have more bullets. Simply means there is a fear then they could talk.
