I think that my computer hasn't problems with it's CPU temperature, but my video card is too hot, because of it's passive cool. Whats better for it - to lat case of my pc opened or closed?

opening the case of the cpu during hot season can help a little but not much if the ambient temperature is already high, a better air flow would also help the cpu get rid of the hot air fast out of the casing, you may do this by adding exhaust fans or experimenting its air flow system by adding some in haust fan as well.
or facing it directly to electric fan will also help to cool down the cpu while it is open, remember however to close your cpu when you will are not using it, as some bugs and even a mouse (the animal one..hehe) might damager your cpu..

Already did this, but this what concerns me is, that my GPU - ATI 1300, had worked without so hotness in it's radiator. I thought this could be because of crap new drivesr and now I am running IT with my original drivers, but still the same. Does anyone know, how degrees must be normal temperature of this video card? I searched in forums and etc, but there are many many opinions. Some say, that GPU is made to work on very high temperature without problems, but my video is with this passive cooling, so It not supposed to work on so high temperature, or I wrong?

yes i think so, cause it is very dangerous if the PC will had a high temperature it can cause so much damage in the hardware, you could also put a good fan on your PC system or just put your system in a cold part of your house cause a CPU without case doesn't have protection with dust so it can also be damage.. so you better try putting a good fan first before going with the decision of removing the case..

I think you can open your case. But i think it is better to use multiple fans for your pc. This will help more rather than the open cabinet.
I think by opening cabinet, you will invite more dust and that could be dangerous for your computer. Make your room cool by better air-conditioning.

opening the computer is not enough. there should be a small fan applying cold air. another option is to limit the time that the computers on allowing it to cool by itself. it also saves electricity.

The computer case in most cases act like a wind tunnel so is not good left it open because the air flow is interrupted, I've seen much computers that became more hot when the case is opened, so take care about this.
If your graphics card is too hot try to attach it a little cooler or buy a new active cooling system for it.
good luck...

It depends on which PC case you are using. If it is properly designed with airduct and radiation reduction material it's recommanded you keep the case shut to make it cooler and safer.
